Board of Architectural Education (BAE)
Its Establishment, Aims and Objectives
(Finalized in the First Meeting of BAE on March 06, 2010)

A. PREAMBLE
The Institute of Architects, Pakistan, was founded in 1957 and registered under the Societies Act in 1969. It is the only professional representative body of architects in the country and an active member of the International Union of Architects (UIA), Founding Member of Architects Regional Council, Asia (ARCASIA) and SAARC Association of Architects (SAARCH). Under Section 8 (m) of the Pakistan Council of Architects & Town Planners Ordinance, 1983, the Government of Pakistan has accepted the recommendation of PCATP to recognize the Institute of Architects, Pakistan as the professional architectural institute “……… to conduct examinations and perform such other functions as the council may deem necessary.”

IAP’s Memorandum of Association, drawn up in 1969, several years before the establishment of PCATP, states as one of the objects: “To improve and elevate the technical and general knowledge of persons engaged in or about to engage in the practice of the profession with a view there to establish, form, maintain and run schools, colleges and institutions of learning and to provide for delivery of lectures and holding of classes and to test by examinations or otherwise the competence of such persons and to award certificates and distinctions and to institute, establish and award scholarships, grants, rewards and other beneficiations.”

Historically, at various times during the last fifty years of the existence of IAP, the Board of Architectural Education (BAE) was formed and functioned, though sporadically, without any defined aims and objectives. Neither was there consistency or continuity, nor was the BAE representative or self sustainable. With the reality of growing number of architecture schools in the country, the consequent phenomenal increase in student enrollment and a large cadre of professionals turning to teaching, it has become imperative for IAP to assume the role of a catalyst in making the schools and the stake holders, the teachers and students, realize their full potential through mutual cooperation, support, consultation and consensus.

Keeping view of the provisions in IAP’s Memorandum of Association, the statutes of PCATP and the emerging challenges in the realm of architectural education, the BAE is being reconstituted and Aims and Objectives of BAE defined.

B. AIMS AND OBJECTIVES OF BOARD OF ARCHITECTURAL EDUCATION

The Aims and Objectives for which the Board of Architectural Education has been established are:

1. To facilitate training and development of architecture faculty of the architectural institutions which are represented on the BAE
2. To encourage and facilitate exchange of faculty between and amongst the architectural institutions
3. To facilitate peer review of architecture curricula and its development through consultation and exchange in accordance with the emerging needs of time.
4. To assist and advise new architecture schools during their development and encourage and assist them in obtaining accreditation from PCATP
5. To facilitate the formation and functioning of a national body of students of architecture
6. To create opportunities and facilitate exchange of students between architectural institutions within the country and the region
7. To organize design competitions among students of architecture
8. To facilitate organizing of architectural students’ conventions and jamborees
9. To represent the IAP at international meetings and forums pertaining to architectural education and fulfill the obligations associated with such meetings and forums
10. To promote and facilitate architectural research and publications
11. To do all such things and perform all such functions pertaining to architectural education as required by the National Council of IAP

C. CONSTITUTION OF BOARD OF ARCHITECTURAL EDUCATION

There shall be constituted a Board of Architectural Education comprising Members, Alternate Members, Non-Voting Members and Observers. Registration with PCATP and membership of IAP shall be mandatory for all Members, Alternate Members, Non-Voting Members and Observers. In case any person from any of these four categories does not obtain registration of PCATP or membership of IAP within three months of his/her becoming a Member/Alternate Member/Non-voting Member/Observer of BAE, he/she shall forthwith be suspended from the BAE and the head of the institution to which he/she belongs shall be notified accordingly.

1. Members: The BAE shall comprise of PCATP accredited architectural institutions in Pakistan who shall be represented by the respective Heads of Departments of Architecture as Members. Members shall be ex-officio and shall cease to be members of BAE as and when they relinquish charge as Head of the Architecture Department of their respective institutions. The new Head shall automatically replace the retiring Head as member of BAE.

2. Alternate Members: Members of BAE shall each nominate one faculty member from his/her respective department to serve as the Alternate Member of BAE. The Alternate Member shall act in place of the Member and represent the Member during the Member’s absence from meetings of BAE or other committee meetings related to the BAE. The tenure of the Alternate Member shall be at the discretion of the Member from whose department the Alternate Member had been nominated.

3. Non-Voting Members: There shall be two members in this category: i) The Architect member of PCATP Executive Committee representing educational institutions, and ii) The architect representative of HEC.

4. Observers: These shall be Heads of Departments of those architecture schools whose applications for accreditation are under active process by PCATP, as confirmed by the Registrar of PCATP, and who shall be invited as Observers to meetings of BAE at the sole discretion of BAE.

5. Chairman: The Chairman of BAE shall be appointed by the National Council of the Institute of Architects, Pakistan (IAP) from amongst the directly elected members of the National Council and shall remain Chairman for a maximum period of three years or until he/she retires from the National Council, whichever is earlier, OR is replaced by another member of the National Council as decided by the National Council. The Chairman shall preside over all meetings of the BAE. In the absence of the Chairman at any meeting, one of the members of BAE, as mutually decided by the members present, shall preside over the meeting.

6. Honorary Secretary: At the first meeting of BAE and once each subsequent year, members shall appoint from amongst themselves, an Honorary Secretary for a period of one year. The Honorary Secretary shall maintain and circulate minutes of the meetings of BAE and assist the Chairman in the discharge of his/her obligations.

7. Meetings of BAE: The BAE shall have a minimum of two regular meetings in a calendar year. Regular meetings shall be convened by the Chairman, giving a minimum of 14 (fourteen) days’ notice in writing (through e-mail/fax) of the date, time, venue and the agenda for the meeting. A member of BAE may, in writing, requisition an emergency meeting of BAE to deliberate on a matter of urgency and importance. The Chairman shall forthwith consult with other members and if deemed necessary, call an emergency meeting of BAE at a date, time and venue as mutually decided. Meetings of BAE shall as far as possible be held on a rotational basis in cities that have architecture schools.

8. Quorum: 2/3rds or more of the institutions represented by either the Member or Alternate Member, or both, in a meeting of the BAE, shall form the quorum. If the quorum is not present at a meeting, the meeting shall stand adjourned and a new date, time and venue shall be decided by the Chairman in consultation with the members.

9. Decisions of the BAE: As far as possible, all decisions of the BAE shall be taken by consensus. In case members fail to reach consensus on an issue in any meeting, the Chairman may take a vote and the decision of the majority shall prevail. If there is a split in voting, the Chairman shall have a casting vote. Any subsequent changes proposed in the Aims and Objectives of the BAE, (which could only be made with the approval of the National Council of IAP), shall be recommended to the National Council of IAP, by not less than two-thirds majority of all the member institutions of the BAE.

10. Sub-Committees: The BAE may assign some of its tasks to sub-committees that BAE may form from amongst its members/alternate members and others. Any sub-committee formed by BAE shall be chaired by a member of BAE to be appointed by the Chairman and the terms of reference and validity of the sub-committee shall be clearly defined.

11. Funding of BAE: For meetings of BAE, the cost of air/surface travel to other cities by members and/or alternate members, shall be borne by the institution to which the member/alternate member belongs and that of the Chairman shall be borne by IAP. Local hospitality and cost of boarding and lodging for the Chairman and all members/alternate members shall be organized and hosted by the IAP. The cost of travel and local hospitality of the Non Voting Members and Observers shall be borne by the institutions that they represent. The Chairman, in consultation with members, shall prepare an annual budget (July 01 to June 30) to finance BAE’s programmes and present it to the National Council for approval before 31st of May each year. Funding for all the educational activities organized by BAE that are approved by the National Council, shall be through grants and sponsorships identified and arranged by IAP.
